right-clicking to drag and move often displays Windows context menu instead of arrow

Hi Marek,

This behavior has occurred in all versions since v. 920 and possibly longer, and it's intermittent and unpredictable. I might need to try 3 or 4 times before I see the arrow. Sometimes it works correctly on the first try. Could it be FC or a Windows issue (Win 11 Pro)? If FC, is there a fix?

Be careful where you start the drag operation, there is an option "Start dragging on name or icon only".
