Why doesn't FreeCommander remember my choice of programs for opening jpgs?

First - I just installed FreeCommander on a new computer after using on the old one for YEARS. So there could be a missing setting, but I thought I looked.
Situation - I double click a jpg file in a folder in the left window (doesn't matter which side, same behavior, left or right).
A small window pops up stating - How do you want to open this file? And my current system default is displayed, and right below it is "Featured in Windows 10 - Photos" and below that are a series of other installed programs that understand how to open JPGs (Adobe Photoshop Elements, Corel Paint Shop Pro, etc., etc., etc.)
Under that is a checkbox that reads "Always use this app to open .JPG files." Doesn't matter if I check the box or not, it continues to ask which program I want to use.
Any suggestions? RTFM? If so, what page did I skip?
