To reproduce:
- use default settings, list view should be enabled
- open any image in internal viewer
- place main FC window and viewer window next to each other
- enable the option Link to file list
- go to main FC window, to folder with images and text files
- use hotkeys Left and Right to go to images
- keys are working as expected
- use Up/Down keys to go to text file
= result - focus is changed to Viewer
- go to main FC window, to folder with images and text files
- use hotkeys Left and Right to go to images
- keys are working as expected
- use Left key to go to [..] item
- use Left/Right keys
= result - focus is still at main FC window, but Left/Right keys switch items one by one, as if the focus is on Viewer window

I can partially confirm your results using default settings and enabling Link to file list as you described in your post.
A text file will only change the focus to the viewer if it has a UTF coding. ANSI Text files will not change focus.
Also if an .xlsx is selected, the focus is taken away from the FC main window but the focus is not transferred to the viewer. This means that the cursor keys do not respond at all and the viewer window remains in the background.
If a text file with UTF coding is selected, the up and down cursors will not respond but left and right cursors will respond. If I thereafter I select for example an image file in the main FC window with the mouse, left and right cursors scroll the window left and right accordingly and in order to go to the next file I have to use the up and down cursors.
If I have selected a text file with UTF coding and using the left cursor to go up to [..] item, folder information is shown in the viewer but the [..] item is not highlighted in the main FC window.
If I select the [..] item with the mouse, the I can select files using either up down or left right cursors until I have a text file with UTF coding or an .xlsx file selected.
If the viewer is closed and I open it using F3, up and down cursor do not respond, I can only navigate to the next files using left and right cursors. In order to be able to use all cursors for navigation i have to navigate to an ANSI text file or an image file etc. using the left or right cursor, then select the file with the mouse, then using the up or down cursor select another file, then using the up or down cursor go back to the previous file. Thereafter I can use up, down, left or right cursor for navigation.
PDF, mhtml, mht, docx, epub, cmd, reg and all image files do not have issues.
