recycle bin splitter bar button

Sorry to revive this one!
When I left click the splitter bar icon, Recycle bin opens in windows explorer. I believe it always was like this for me (so, not sure if it's a bug). Is this normal?
FC XE 2014 b651 x64 portable on win7x64sp1




And 2nd question: can this icon be removed somehow?

1. Right, it was always like that, it's not a bug IMHO.

2. It's not possible AFAIK.
