Back to either 609 or 2009b2, still problem exists.
"Windows Explorer" and "Q-Dir" can open every file without any problem.
Any Help?

Can you open the viewer for that file (F3)?
Can you create the folder with the same name in other place?
Try to copy into the "bad" folder some other file, e.g. txt or doc - can you open that other file?

It means:I try creating folders in other places, but again if folder name contains "ی" (Unicode letter U+06CC), problem will occur.
Also copying other files into "Bad Folders" repeats the problem.

- you can create folder with "ی" character?
- you can copy txt or doc file in that folder?
- you can not open the txt/doc file with double click or enter?
