618 - can't go to Net. Neighborhood from Desktop or My Comp.

If in active panel local disk (C, D, ...) is opened, we can press Ctrl-F1 (if left panel is active) or Ctrl-F2 (if right panel is active), select from dropdown list "Network Neighborhood" and go to it.
If in active panel is opened "Desktop" or "My Computer", then we can't go to "Network Neighborhood" ("Desktop" or "My Computer" remain opened).
