Recursive add of file to directory and sub-directories

Can I use this software to recursively add a file to a directory and its sub-directories?

The reason I ask is that a have a virtual server where the host has PHP5 and REGISTER GLOBALS = TRUE set. I have to add a php.ini to every directory (well, at least the ones with php files in them but I'd stick it in all probably) of any php application I install on the server in order to secure my site. Considering the latest version of Joomla seems to have a squidillion directories (not forgetting other popular apps like phpBB, Mediawiki, b2Evolution, etc, etc), adding to every single one manually in Windows is a nightmare.
