How 2 copies of 1 same file can have 2 s or 1 h time delay

Hi people.
I would some information about this synchronization options:
- up to 2 Sec. ignore
- ignore 1 hour time delay

Sometimes it's happened to me that two copies of one identical file (same hash) had 2 seconds or 1 hour of time difference.
I would to know how this happens.

In the case in which the difference is 1 hour I think that the cause is the daylight saving time, but I don't understand in which way.
I instead found the case of the 2 seconds more strange.
