'Collapse selected node in the tree view' and
'Automatically expand the tree view on tab change' are in the changes to 2009.02.
1. What does the collapse one do?
2. How do I invoke it?
3. My real question: When I automatically expand the tree view when I change tabs how can I get FC to automatically collapse the tree of the last folder I was in? As I move around the tree view keeps expanding and expanding. I want it to automatically collapse except for the current folder.

Collapse is a defined action. This means it is a function available via a mouse or keyboard action.
By default there is no shortcut configured for the Collapse tree function. However this can be assigned with Extras->Keyboard shortcuts.
The list is quite long however is divided into sections and is alphabetical. you will find this option under View - Tree - Collapse selected.
In relation to 3, I don't think you can. You could search for it and if not requested put it in as a feature request.
