Start up folder and save setting problem

I cant change my start up folder, it's always start with FC folder and root drive. In "About" window, it say that my ini file's path is "D:\My" and it is NOT a folder, it's a non-extention file, it's created every time i start FC. Some of my settings can be saved, some cant .
FC 2007.10 WinXP Pro SP2

Do you tried to change the settings in: Settings > Start program ?

yes, i've tried to change in setting start up folder, but it doesnt work.
