Open in active/inactive panel doesn't work

I have some problems with the option section "Extras -> Settings -> Shell menu -> Select panel for open dir/drive". I select "Inactive panel", I press "OK", then go again into the "Settings -> Shell menu", and the selected option is "Right panel".

If I instead select "Active panel" and I go again into the "Settings -> Shell menu", the option remains correctly selected, but the right click command on Windows Explorer make to open the folder always on the right panel.

Seems that the "Right panel option" impose itself!

I have FreeCommander 2009.02 and Windows XP SP2 Home Edition.
