From the help
Clicking this menu item activates it (it is preceded by ) or deactivates it. If this menu item is activated (checked), all toolbars are visible. If you want hide all toolbars - deactivate this option. The state of this option is not saved on program closing.

If you want to save the deactivated toolbar,
right click on toolbar >>> define action toolbars
and deactivate "standard"-toolbar (or a personal name of the toolbar).

This action can be saved by Tools >>> Save settings.

Reactivate the action toolbars by Tools >>> define action toolbars >>> activate "standard"-toolbar
