[929] Copy file in the same folder with drag&drop doesn't work

Usually when I Drag&Drop a file in the same panel with Ctrl key pressing, copied file is created in the same folder with the name " - Copy".
This was the default behavior in File Explorer and FreeCommander r926.
But in FreeCommander r929, this doesn't work anymore.

Workaround is enable "External tool is used for drag&&drop" option.

How to reproduce:
1. Press MLB on a file named "test.txt" and press Ctrl key.
2. Drag&Drop in the same panel.

Expected result:
"test - Copy.txt" file will be created.

Actual result:
Error dialog will open and file will not be created.

If you want exactly same behavior as in 926, use the new option "External tool is used for drag&&drop".
