The “OK” and “Cancel” buttons are overlapped in the New Folder dialogue by some other control (see the image attached).

I can't reproduce it in 897 64-bit, but I think I had similar issue before.
Try to click the blue settings button, create some folders, click OK and open the dialog again, I think it was a workaround to fix it.
Or just click the blue settings button twice, press Cancel and open the dialog again.
