Define Keyboard Shortcuts window lacks maximize button

The window available at

Tools > Define keyboard shortcuts...

lacks the maximize and minimize system icons in the top right corner of it

Enlarge it once and it will open with this size next time.
Btw. a maximized window for such an dialog looks strange for me.
Windows 11 Home, Version 24H2 (OS Build 26100.4351)
