Path to INI File

I'm not working all the time with the administrator account, only when i really need it. So i tried to move the ini file from the program files dir (where a user has no rights to write in) to the APPDATA dir in the users document path. But after changing FC still insists that it couldnt write to program files dir. I first had to run it as admin, and after saving in the program files it finally creates the other dir and wrote the new ini file.

This is am unnecessary step, FC does not need to write to the old dir first if i changed this.
