Basic folder view seems to be missing

With the older fc, I always set it up with two stacked panels, and each panel having it's folder tree exposed. I can't see any way to do that in xe. There is a Alt-T that 'toggled the folder tree display', but all it does is put a single folder view on the left of both of my stacked panels, and it doesn't sync with the selection I make in either panel, other than change which partition is selected if the two panel are looking at say C and D respectively. Am I missing the setting?

Tools - Settings - View - Tree - General tab - select "One tree per panel"
