As I see in FC XE 798 donor version there is Romanian translation that was last updated at January 18, 2018 (about a year and a half ago).

You can contact the author of Romanian translation by email: muntealb(at)gmail.com and find out if he is still interested in translation or will no longer ...

There is no problem to create a folder with the name you want.
Without any problems created folder '2019_04_28_07h36' with F7 key in FC XE 797 32-bit donor
