I have a locked folder tab with navigation to subfolders. If I navigate down to a subfolder then switch to another tab and back the tree is collapsed and my position is lost. Is there a setting to remember the state of the tree when I left the tab? Or better yet, can the subfolder be selected when I return? This might be a bug because it happens when I select a tab on a different drive.

Try this:

Settings > View > Folder Tabs > Tab Management > unselect "Reset locked tab path on tab change" option.
