I have this "Close all non locked tabs when program ends" checked in settings (under Tab Management) but tabs that are not locked and were open, re-open again when I re-start the program.

Any ideas?

if the non-locked tabs were 'active' tabs they re-open (I like this behavior).
if you have -let's say- three unlocked tabs in one panel and one of these is 'active' then the other two are not opened on restart.
