Stepping down in a directory my perl programs try to open

I would like to go down a directory and see my files in the viewer. However my perl programs immediately try to do a "File Download" and requires me to cancel the open of the file.
I don't get the same reaction from Windows Explorer with the preview option. That works the way I'd like FreeCommander to handle it. Any idea what I need to change to get this to work with FreeCommander?
