Can you add an /INACT command line parameter to open a path in the inactive pane?

Have you tried: /C /Z /R

I have never completely understood the /Z command line parameter. The help file states:
"For use only with the parameter "/C"- interprets the passed paths as source/target instead of left/right."

Does that really mean active/inactive instead of source/target?
