FC XE Portable fails to restart

I noticed that FC XE Portable (64 bit, Windows 7) stays in memory after I try to terminate it. And if I try to start it again an empty window opens up and becomes unresponsive. I have to go to Task Manager and kill the process manually. Regular FC XE process also stays in memory after I try to terminate it but doesn't seem to have any problems on restart.
I am experiencing these issues with build 720 but it's been around for several builds already.
