Favorites - Buttons Missing on Favorite Items

Favorites Edit then Favorite Item - When I get here the new, rename, delete, etc buttons are missing.
See nothing in FC settings or anywhere else to get the buttons back.

Not confirmed in FC XE 703 x86 version. All buttons are at their places and work fine.
