The quick viewer from FC offers a similar functionality
Ctrl+Q
then you can use the cursor keys to select next or previous
or click on the corresponding buttons in the quick viewer toolbar

Right, another workaround is Viewer (F3), it's possible to switch images/files even with the wheel, with option. This way works similar when using FC as window - not maximized.

This is an Bug since the first photos app of Windows 10 and also present in Windows 11.
