Persistent filter?

Folder filter in XE 2015 Build 698 64-bit donor is set to 'Off' when I restart.
2009.02b remembers filter between sessions. Is this a feature or a bug?

On my win7x64 both Filter and Quick filter are remembered across sessions.
Could you explain the exact steps so I could try to reproduce this?
And, please, remember to deactivate the Close all non locked tabs when the program ends option from Settings->View->Folder tabs->Tab management!
