FC grab files

Hello,
when I view Files with F3 ( very often used!), FC grabs this files.
I've just run into problems, because sometimes I forgot the window, and other programs cannot access this file.
Even FC cannot delete this file for instance.
With F4 ( Editing) it is no problem.
Is this a bug or a feature? I think, reading files should not get exclusive rights...
