Layouts and Favorites

What is the difference between "Layouts" and using favorites to save both panes ?
1 Favorite = 1 left pane tab +- 1 right pane tab.
1 Layout = all left pane tabs + all right pane tabs.
Web browser analogy:
Favorite = Bookmark
Layout = Session
