Select all files problem - FCXE-652 or FCXE-652x64

Using a 2 panel display with a tree per panel, a drive bar per panel and base folder set to Drive.
If a FILE is selected in the "File list", the Toolbar Icon for "Select all files" and the keystroke sequence (Ctl + Num+) will correctly select all the files in the File List.
If a FOLDER is selected in the "Tree", the toolbar icon for "Select all files" will select all the files in the "File List".
However, the keystroke sequence (Ctl + Num+) does not work the same. In fact it causes the Toolbar Icon to be "dimmed out" and it will stay that way until a file is selected in the File List and either (Ctl + Num+) or (Ctl + Num-) is executed.
Actually, (Ctl + Num-) also causes the "Select all files" Toolbar Icon to be dimmed as well.
The main File menu shows this function dimmed out unless a file is selected in the File List. So I expect that the keystroke sequence and toolbar icon should be ignored (or an error beep) if the active selection is a FOLDER in the tree.
Tested the same on: Windows 7 Pro 64-bit SP1 and Windows 8.1 Pro 64-bit
