if I have my mouse cursor on some free space of the files panel it is in correct arrow-shape.
as soon as I hover a folder/file my mouse turns into a hand tool.

Deactivate option "Hot track only" under Settings/Select items/General.

BUT:
1) I like to have "Theme off" (try that with "Hot track only" unticked and you'll see what I mean)
2) "Hot track only" turns files/folders to Links - oh, no -- imo, that's a bug
