637 - 64-bit context menu behavior

I use a program called AxCrypt to encrypt sensitive data on my computer. It operates from a 64-bit context menu. (Freeware from http://sourceforge.net/projects/axcrypt)
The first time I use AxCrypt after a re-boot, the context menu choice to Encrypt will display a popup ON TOP of the FreeCommander window allowing me to define a password for the file encryption.
The second time I use AxCrypt, the context menu will display the popup BEHIND the FreeCommanderXE window. This happens in both FCXE and FC2009.02b. This behavior makes it very difficult to use AxCrypt.
If I do the same steps using "Windows Explorer", "Q-Dir" or "Explorer++", the popup is always displayed ON TOP of the explorer window.
Another curious note is that the first use of AxCrypt does not have to be done from FreeCommanderXE. Using the context menu from "Windows Explorer" followed by using it from FCXE will cause the AxCrypt popup to appear BEHIND the FCXE window, but will always be ON TOP of the "Windows Explorer" window.
