Customizing Favourite Toolbars Does a Dance

Using version 629...
My configuration uses three levels of toolbars. I mean that I have all my toolbars arranged using 32pixel icons, and there are three rows. I am using a 1920 wide monitor, and FreeCommander is maximized.
When I customize them, the toolbars seem to keep their places okay, but when I click the OK (accept) button, all of the toolbars dissappear, the folder panels expand to fill the space that was just mad, then the toolbars get put back one by one until they take up their original area again. That's what I meant by "does a dance" in the title.
It is actually visually shocking to watch it, even though it only takes a few seconds - but it makes you think something is going wrong.
