Changing Folders : Cannot Move Programs ....

xp sp2 FC 2007.10A
When I move from one folder to another a frequent number of times I get this popup -
Cannot move Programs : The destination folder is the same as the source folder.
I have not done anything except try to move from one folder to another. It does not move to the requested folder. But if I keep moving back and forth to different folders and the one I want I get the folder I wanted to move to.
