595 Add quick filter for commands to Customize Toolbar too.

The quick filter in the Define keyboard shorcuts dialog on the commands is great. I would love to see the same quick filter in the Customize Toolbar dialog on the command window.

The quick filter for the very long keyboard shortcuts dialog is BRILLIANT! So helpful!
Probably just an oversight it wasn't added to the customize toolbar dialog at the same time.

Even better, make the Customize Toolbar dialog as user friendly as the Define Keyboard Shortcuts, in these three aspects:
1. Add a quick filter (as suggested here by rluiten).
2. Allow the main sections to be collapsed or expanded by clicking a - or + icon in each section header.
3. Alphabetize the list of commands within each section.
