Tab Locking the Recycle Bin changes the folder to the Desktop upon reopening FC.
Locking the tab in the left panel and keeping it unlocked in the right panel gives an ini file as follows:

Note: No [TfcTabControl_Right] is created.

Update. This also applies to Control Panel, Computer, HomeGroup, and Network as well, all special links displayed from the Desktop list.
