Howdy
I know I can drag a folder to the top bar and it will be a new tab but is there a setting to double click a folder and have it open in new tab-am I missing something??

Try the middle button click on the folder.

You can define a shortcut for the action:
Tab: Open in new folder tab

Just to make sure, you don't have to hold a middle button and drag it to the tab bar, just middle click to open it as a new tab, you can close tab the same way, just middle click the tab to close.
