Is possible transfer of settings and customization of FC to FC XE without big pain ?

Or is it easier to rearrange all from the scratch ?

You can try to copy your old freecommander.ini to the new location, start FCXE and save settings.

Does not seem to work well, e.g. my Saved folder tabs are gone,
same as custom toolbar with menus with assigned executables.
