If you do any operation like rename a folder in C:\ProgramData you need Admin permissions. The Windows Explorer shows a UAC-Dialog to allow the operations. Click OK and it will be done. IN FC XE it fails because it shows only an Error-Dialog that the permissions to do so are missing.
Also the FC XE should be able to handle such things without close FC XE and start again with Admin permissions. Also it's not a good idea to run FC XE with Admin permissions all the time. If it makes a lot of work/trouble to add such function then I would like to have a function which opens the Windows Explorer in that folder and use it to complete the operation.

FC XE can do it.
For such operations you should use Windows operation (you can define hotkeys or define dropdown menu with all copy actions for your copy button). Rename is "move operation" in the same folder.

Now, you must use "windows move" in such case - with your settings: Shift+F6.
