Define Favourite Toolbars

When we create a new favourite toolbar, normally, you create the toolbar and then add items. Well, in the current version 457, if you do this, the toolbar will be created, but anything you add immediately at that time will not get saved. Instead, you have to create the toolbar, then exit the edit panel, save settings, then you can go back and fill your toolbar with buttons.
