USB driives can't be reattached (code 38)

Hello
once upon a time i found, that i can't reattach external
USB memory drives.
If i reattach the Memorystich i hear only "ding ding".
The drive does not become visible.
I the event log i found this "precise" message:
"Der Gerätetreiber für diese Hardware kann nicht geladen werden, weil eine "Vorgängerinstanz des Gerätetreiber im Arbeitsspeicher geladen ist. (Code 38)
saying:
The driver can't beload because it s loaded...
Microssoft has a great solution:
Reboot your system!
Jepp that works! but is obviously no serious solution.
There where lot of other suggestions in the web to "coded 38"what to do:
Not one help.
This happens too if i set the system in hiberate state.
so hibernate does no make much sense...
This is very annoying because i nave a netbook and my CDRom is connected by USB
or via WLAN to an USB server. So the drive is sometimes disconnected un expectetly.
After some time of digging arround, i found,:
This problem occurs only when FC was running.
Can you please check if some thing locks the externals drives
and do not release them anymore? Or something like this.
I looked thru the forum but do not find "Code 38" but others complaining
when using external drives.
