toolbar annoyances

What is the deal with the toolbars getting all rearranged whenever I customize them!
Sometimes FC will put all toolbars on one line and some off then get truncated; so far I have not figured out a way to restore the truncated toolbars.
Everytime I exit the favorite (tools) menu... the favorite (tools) toolbar is moved to the top left.
Is there some way to force the toolbars to stay where I put them?
I am using the new FC (200902b) on Win 7 Home Prem x64.
