Context menu without packager entries

Freecommander version 2009.02a
OS: Windows 7 64bit
when i open the context menu on a zip or other packaged file , i have no entries for the installed package programs, so i can't unpack any packaged file.
i tested this with 7-zip (v. 4.65) and winzip (v. 14).
the normal windows explorer context menu is ok.
i start the freecommander also without plugins (parameter: /N /NewIni=FreeCommanderTest.ini /NoPlugins /Lng=English), the same result.
i start this also "as administrator" without plugins , same result.
uninstall and reinstall of the package programs has the same result.
i have this problem only on windows 7 64bit version, not on a windows 7 32bit PC.
