C:\Windows\System32\oobe

OS: Windows 7 Enterprise, 64-bit
FC version: 2009.02a (stand-alone exe)
Plugins: none
Default settings: no
Note: This is NOT a case of hidden files.
Issue: When viewing C:\Windows\System32\oobe in FC, only two files are visible. There are however many more files in that directory, which can be seen by using Windows Explorer.
Steps to reproduce:
1. Browse to the following directory in both FreeCommander and Windows Explorer: C:\Windows\System32\oobe
2. Compare file listings.
