Custom shortcuts are back to defaults after pressing F2

Hello!
Custom shortcuts are back to defaults if button F2 (rename file) is pressed.
Details:
I have changed (and saved) shortcuts for two commands "Edit - Copy" and "Edit - Paste" from "^C" and "^V" to "^insert" and "shift + insert". My new hotkeys always works OK (with any times of sessions) untill button F2 is not pressed. If I press F2 then all my shortcuts are back to defaults...
OS: WinXP SP3
