Delete is always permanent!

FC 2009.2, Windows 7 - any delete action (delete key, F8, shift-F8, shift-delete) results in permanent delete. Cannot delete to recycle bin.Recycle bin settings are all correct. This problem doesn't exist in Total Commander.

This is the only thing I've found which has kept me from a total switch from Total Commander.
