Disk Icons not as expected

The displayed Disk icons are not the same as those in the Define Action Tool bars, Standard Display, setting.
When FC is opened the Standard Display for disks flashes and then reverts to the system Icons.
If the Define Action Tool bars setting, is opened and then closed the desired tool icons are visible and stay visible.
Settings, File Folder List, icons is set for disc as Fixed.
I have tried the other alternative and the same occurs.
