[fixed][938] Bug, when canceling copy

this bug was introduced with FXCE937

What I found:
1) find a large folder to have enough time to cancel the copy action (1-2GB, lots of files, eg. FirefoxPortable-folder)
2) hit Ctrl+C, then Ctrl+V to start copy action
3) the Windows copy dialog appears and copying is started
4) press ESC to cancel the copy action
5) with a short delay this popup appears

6) 'Cancel' button stops the 'original copy' BUT RESTARTS the copy action
7) 'Skip' stops copy action

What I expect:
when I press the ESC key the popup should not appear, but the copy action should stop without any additional clicks

(win10pro x64, latest FCXE portable)

Confirmed, a bit different steps, with custom and default settings.

In Windows File Explorer, Windows 10 (reproducible):
- select single large file
- ctrl+c
- go to other folder, same drive
- ctrl+v
- esc or press X button
= copying is cancelled, without any dialog, correct

In FC (reproducible):
- select single large file
- ctrl+c
- go to other folder, same drive
- ctrl+v
- esc or press X button
= copying is NOT cancelled, continues
- esc or press X button second time
= copying is NOT cancelled, continues
- esc or press X button third time
= copying IS cancelled, without any dialog

In FC (reproducible):
- select single large file
- ctrl+c
- go to other folder, same drive
- ctrl+v
- HOLD esc
= copying is NOT cancelled, continues
= another dialog is shown "This wil cancel all transfer in progress. Are you sure you want to cancel all transfers?"
- click the "Yes" button
= copying is NOT cancelled, continues

In FC (reproducible):
- select single large file
- ctrl+c
- go to other folder, same drive
- ctrl+v
- HOLD esc
= copying is NOT cancelled, continues
= another dialog is shown "This wil cancel all transfer in progress. Are you sure you want to cancel all transfers?"
- click the "Yes" button
= copying is NOT cancelled, continues
- wait until the file is fully copied
= exception

FC 938 and 938-1 (test version) 64-bit donor, portable, Windows 10 64-bit 22H2
