[920] AM/PM field hidden in edit timestamps dialog box

FreeCommander XE 2025 Build 920 64-bit donor on Win11

FreeCommander features a dialog box in which the user can set file attributes/timestamps. In this dialog box, if the system is not set for 24 hour clock (IOW, it is set to show times with AM/PM indicators), the AM/PM field is hidden from view for each time input field. The user can technically scroll this into view, but it is confusing and less than ideal.
