To reproduce:
- open Define action toolbars
- click the first item in the left pane
- hint is shown
- click the first item in the right pane
- hint is shown
- click the first/same item in the left pane
= hint is NOT shown

It works when clicking a different item in the left pane or if clicking a different or same item in the right pane.

FC 893 64-bit donor portable, Windows 10 22H2 64-bit.

Same here on Windows 10 Enterprise 20H2 x64
