887 - Viewer Rotate buttons inconsistence

1. Rotate buttons are in both panels - main viewer toolbar and image toolbar / PDF toolbar, I'm not sure if it's right, the buttons in the main viewer toolbar can be disabled, so it's not a real problem.
2. Order of these buttons is opposite, so it can be confusing.
3. Names of the buttons are different.
Or course, it's all just minor issues.
EDIT: Order of the viewer toolbar buttons can be changes manually, and they can be disabled too.
